A personal health budget is one way to give an individual more choice and control over the care they receive for identified health and wellbeing needs. It is a set amount of money provided to support and address these needs, which is planned and agreed between an individual, or their representative and the local Clinical Commissioning Group (CCG).
Each individual in receipt of a personal health budget will have a support plan that details their care and support needs. This plan helps people to identify their health and wellbeing goals and together with their local NHS team, sets out how the budget will be spent to enable them to reach their goals and remain healthy, safe and live independently.
Who can have a personal health budget?
Anyone currently receiving a Continuing Healthcare (CHC) funded package has a right to apply for a personal health budget. If you already receive Continuing Healthcare for your support needs, and would like to find out more, please speak to your Continuing Healthcare Nurse / case manager in the first instance and they will be able to advise you regarding the next steps to take.
Choice and control in the NHS 
The CCG is working with partner organisations, including the Local Authority, to explore how we can make it easier for you to have choice and control over how your healthcare needs are met.
Local Offer
The local offer refers to families and individuals to whom the offer of a personal health budget is being extended. These include:
  • Those in receipt of Continuing Healthcare funding
  • People with a learning disability/mental health condition who have had a psychiatric hospital admission and who are eligible for Section 117 Aftercare funding
  • Children and young people with long-term healthcare conditions in receipt of a Health, Education  and Care Plan
  • Other patient groups who will be able to explore whether a personal health budget will be right for them in the future will include:
  • Those in receipt of vouchers for the wheelchair voucher scheme
  • Those on end of life care pathways
  • Looked after children.
